Andhra Pradesh

The Andhra Pradesh Electricity Regulatory Commission has issued the Terms and conditions for determination of Transmission Tariff regulations dated 30th November 2005. The primary purpose of these regulations is to specify approach, framework, procedure, filings and principles for computation of Aggregate Revenue Requirement (ARR) and determination of Transmission Tariff.

Planning Code for Intra-state Transmission- Introduction
1. The Planning Code (PC) specifies the criteria and procedures to be applied by APTRANSCO in the planning and development of the APTRANSCO system.
2. Users of the APTRANSCO system shall take into account the PC when planning and developing their own systems.

Planning Code for Intra-state Transmission- Objective
1. To define the procedure for the exchange of information between APTRANSCO and a User, in respect of any proposed development on the User’s system.
2. To detail out the information which APTRANSCO shall make available to the users in order to facilitate the identification and evaluation of opportunities for use of or connection to the APTRANSCO system.
3. To detail out the information required by APTRANSCO from Users in order to plan the development of its Transmission system to facilitate proposed User developments.
4. To specify the planning and design standards which will be applied by APTRANSCO in the planning and development of the APTRANSCO system.

Planning Code for Intra-state Transmission- Scope
The Planning code applies to APTRANSCO and to Users, and includes:
1.Generators which are directly connected to APTRANSCO Transmission system.
1.1. Generators having small generating units and embedded generators.
1.2. ISGS.
2 Suppliers (DISCOMS)
3. Large Customers.

Planning Code for Intra-state Transmission- Planning Philosophy
1. Coordinating Entity: APTRANSCO will coordinate the planning of the Users connected to the APTRANSCO system who shall provide planning data in the manner prescribed in the planning code (PC).
2. Information to be furnished to APTRANSCO: The Generator or Supplier connected or seeking connection to the APTRANSCO system shall be required to furnish information and data to APTRANSCO as specified in the PC.
2.1 Generators planning to install CC GT Plant shall furnish the output for various combinations of Gas and Steam Turbines.
3. Information to be furnished by APTRANSCO:APTRANSCO will furnish information and data to the Generator or Supplier connected or seeking connection to the APTRANSCO system on request, as specified in the PC

Planning Code for Intra-state Transmission- Criterion
APTRANSCO and other Users using the APTRANSCO system shall follow the planning criteria in general for planning and development of the systems as detailed in Appendix-B in the Planning code.

Planning Code for Intra-state Transmission- Planning Data
1. Information and data shall be supplied by APTRANSCO to the Users upon request.
2. APTRANSCO system data consists of salient features of the existing system and future system as contained in the Perspective Plan.
3. To meet the data requirements the planning data from Users shall be categorized as follows:

3.2. Detailed Planning Data
3.3. Annual System Planning Data
3.4. 5 year System Plan Data
3.5. Works in Progress Data
3.6. Completion Data
3.7. Preliminary Project Planning Data
3.8. Committed Project Planning Data
4.Every User shall furnish this data in relation to each Fiscal Year to APTRANSCO by 31st March of each year.

Planning Code for Intra-state Transmission- Implementation of Transmission Plan
1. The implementation of modification works may be re-scheduled or postponed by mutual
consent.
2. A utility may request for postponement for technical reasons or due to funding difficulties.
